Civilian Government Under Military Rule

Constitutional rules reserved decisive power for the armed forces even after the NLD won elections, and Suu Kyi governed as state counsellor from 2016. Her administration expanded civilian political space in some respects but also constrained critics and failed to reform or control the military.
