Deaton emphasized measuring living standards through household-level consumption, prices, demographics, and survey design. National averages can conceal distribution and local purchasing power, while survey recall periods, missing wealthy households, and differences between survey and national accounts complicate comparison. Measurement choices are therefore substantive parts of poverty analysis.
