# Imperial Power and the Roosevelt Corollary

Roosevelt’s foreign policy joined naval expansion, strategic construction of the Panama Canal, mediation, and willingness to use force. The Roosevelt Corollary asserted a U.S. role as an international police power in the Western Hemisphere.

That doctrine enabled repeated intervention in Latin America and the Caribbean. It expressed Roosevelt’s belief in ordered great-power management while sharply limiting the sovereignty of smaller states.
