Pericles exercised influence through repeated election as general and persuasion in the assembly rather than a permanent formal monarchy. Public pay and civic participation helped poorer male citizens take part in state institutions.

That democracy was direct but bounded. Its political equality operated within a society dependent on exclusion, slavery, household hierarchy, and an increasingly unequal relationship between Athens and allied cities.
