Samuelson formalized the efficient provision condition for public goods, where one person's use need not reduce another's and exclusion may be difficult. He also made lasting contributions to international trade and macroeconomic policy. His work joined abstract theory to concern with unemployment, instability, and the practical organization of public affairs.
