# Science as Public Infrastructure

Saha helped strengthen physics at Allahabad and Calcutta and founded the institute that now bears his name. He promoted nuclear research, scientific publishing, calendars, river planning, and technical education.

As a parliamentarian, he brought scientific and industrial questions into public debate. His program reflected the ambitions and disputes of postcolonial development, where expertise, democratic accountability, and national priorities had to be negotiated together.
