# Authority and Civil Liberties

Lee argued that social order and effective government should take precedence over some liberal freedoms. Detention laws, defamation litigation, restrictions on assembly and media, and an uneven political field weakened organized opposition. Assessments of his legacy therefore turn on whether development justified—or was even dependent on—such concentrated authority.
