Rwanda, Iraq, and Accountability

Before becoming secretary-general, Annan headed UN peacekeeping during the Rwandan genocide, when the organization and member states failed catastrophically to protect civilians. He later supported inquiries and stronger protection norms. As secretary-general he opposed the 2003 Iraq invasion without Security Council authorization, while the Oil-for-Food scandal tested UN credibility and management.
