Arrow proved that no rank-order voting rule can satisfy a particular set of plausible fairness conditions for all possible preferences while also avoiding dictatorship. The theorem does not say democracy is impossible. It identifies tradeoffs among unrestricted preferences, unanimity, independence, collective consistency, and non-dictatorship, making institutional assumptions explicit.
