# Effective Demand and Employment

Keynes argued that employment depends on effective demand: expected spending on goods and investment, not an automatic tendency for flexible wages to clear labor markets. Households may save more without creating matching investment, while firms invest according to uncertain expected returns. An economy can therefore remain below full employment.
