# From Movement Organizer to Congress

Lewis entered electoral and federal service before winning a House seat in 1986. In Congress he worked across civil rights, voting access, health, education, and human rights while retaining a reputation for principled protest.

His career joined insider and outsider strategies: lawmaking could institutionalize gains, while public dissent remained necessary when institutions failed. That continuity explains his unusual standing as both congressional leader and movement witness.
