New Frontier and Civil Rights

Kennedy's New Frontier agenda sought action on economic growth, education, medical care, and space exploration, but Congress blocked substantial portions of it. Civil-rights activists criticized his administration's early caution; in 1963, amid mass protest and racist violence, he framed equal rights as a moral issue and proposed legislation that helped set the stage for the Civil Rights Act of 1964.
