# Democracy and Social Ethics

Addams treated democracy as a social practice, not only a form of government. Living and working across class and cultural differences required reciprocal learning, shared experience, and institutions capable of responding to knowledge held by neighbors.

Her books and public work connected this ethical view to industrial reform, education, suffrage, and the responsibilities of citizenship. Hull-House functioned as both a community institution and a setting for democratic inquiry.
