# Labeling and Deviance

In Outsiders, Becker argued that deviance is not simply a quality inherent in an act. Social groups make rules, apply them selectively, and label some people as outsiders; those processes become part of what sociologists must explain.

This approach does not deny conduct or harm. It redirects analysis toward rule creation, enforcement, moral entrepreneurship, and the consequences of being publicly categorized.
