Representation and Coalition Politics
As a supervisor, Milk advocated gay-rights protections while also addressing issues such as child care, housing, transit, and police accountability. His politics joined identity-based representation with the practical work of assembling a broader urban coalition.
Visibility was part of the strategy. Milk urged gay people to come out because personal recognition could weaken stereotypes and build political support, while his election demonstrated that an openly gay candidate could win and govern.
