# Kicking Away the Ladder

Chang's historical argument is that many countries now associated with free trade used tariffs, subsidies, public investment, regulation, and institutional protection while catching up. Recommending stricter laissez-faire rules to poorer countries may therefore remove tools earlier developers used.
