Global Public Health

As WHO director-general from 1998 to 2003, Brundtland elevated health within development and security policy. Her tenure launched negotiations for the Framework Convention on Tobacco Control and addressed infectious disease and health-system capacity, demonstrating both the reach and member-state constraints of global health governance.
