# Polycentric Governance

Polycentric systems contain multiple, partly overlapping decision centers that can cooperate, compete, learn, and check one another. Ostrom's early studies of metropolitan policing challenged the assumption that administrative consolidation automatically improves performance. The collaborative Workshop she founded embodied her commitment to testing theory against varied institutional experience.
