# Institutions and Action Situations

The Institutional Analysis and Development framework compares how rules, community attributes, material conditions, actor positions, information, costs, and benefits structure an action situation. It provides common analytical language for markets, hierarchies, local public economies, and common-property regimes without assuming one form is always superior.
