# Governing the Commons

Ostrom studied irrigation systems, forests, fisheries, groundwater, and other common-pool resources where exclusion is difficult and one person's use affects others. Successful self-governance depended on context-sensitive rules, monitoring, credible sanctions, conflict-resolution mechanisms, and users' ability to revise arrangements. These were diagnostic patterns, not a universal recipe.
