# Path Dependence and Change

Institutional change is path dependent because existing rules, organizations, beliefs, and learning create increasing returns and political constituencies. Change usually occurs incrementally, though shocks can redirect trajectories. This helps explain persistent divergence among economies without reducing development to geography, technology, or a universal institutional checklist.
