President Nelson Mandela appointed Tutu to chair the Truth and Reconciliation Commission, which investigated gross human-rights violations committed during the apartheid era. Public hearings allowed victims and families to place experiences into the national record.

The commission tied some amnesty to full disclosure and political motive, seeking truth and accountability without mass criminal prosecution. Its achievements and limitations remain debated, especially regarding material reparations and incomplete justice.
