# Political Power and Change

Institutional reform creates winners and losers, so inefficient systems can persist when powerful groups fear losing rents or political control. Acemoglu models change through interactions among de jure rules, de facto power, collective action, state capacity, and elite commitment. Democracy and liberty are therefore ongoing equilibria, not self-enforcing endpoints.
