# Empire, Kalinga, and Remorse

Ashoka inherited and expanded the Mauryan state, whose scale required provincial administration, roads, officials, and communication across different regions and peoples. The conquest of Kalinga became the defining moral crisis presented in his inscriptions.

His edicts express remorse for death, deportation, and suffering caused by conquest. That statement is historically remarkable, though it did not dissolve the empire or eliminate punishment and hierarchy.
