# Capabilities and Freedom

Sen's capability approach evaluates well-being through people's real opportunities to be and do things they have reason to value, not income or utility alone. Resources matter, but people differ in their ability to convert resources into health, mobility, education, participation, and agency. Development therefore concerns expanding substantive freedoms.
