Smith criticized mercantilist restrictions and showed how decentralized exchange can coordinate activity, but he did not assume merchants always serve the public. He warned that concentrated producer interests can influence policy for private advantage. Government still had responsibilities including justice, defense, infrastructure, and forms of public education.
