# Policy Evidence and Generalization

A local causal estimate is a starting point, not a universal law. Useful policy inference asks why an intervention worked, for whom, at what cost, through which institution, and whether scale changes incentives or implementation. Banerjee's work has helped build a cumulative model in which experiments, descriptive evidence, theory, replications, and administrative partnerships inform one another.
