# The 1941 March Threat

In 1941 Randolph proposed a mass march on Washington to protest discrimination in defense employment and the armed forces. The prospect of a large demonstration increased pressure on President Franklin D. Roosevelt to act against discrimination in defense industries.

The episode showed how credible mobilization could win federal action even when a march was suspended. Randolph carried that lesson forward: institutional change depended on organized constituencies able to impose political costs.
